Black River Flats is a 216-unit apartment community designed to meet the growing demand for high-quality, attainable housing in Holland, Michigan. As Development Partner and Owner's Representative, Construction Simplified led the effort from site strategy through construction, working closely with the ownership group, city officials, and project partners to bring this community to life.

Leveraging creative brownfield financing tools typically reserved for environmental cleanups, we helped structure a tax increment financing (TIF) plan that offsets key infrastructure costs — allowing 50% of units to be offered at 80% of the area median income (AMI). The result is a financially viable development that delivers both long-term investment value and real community impact.

Black River Flats offers one- and two-bedroom apartments to households earning between $41,000 and $59,000 annually — pairing smart development with practical affordability.
